Notice on Overseas Voter Registration for the 21st Presidential Election of the Republic of Korea

[Overseas Absentee Voter Report]


  • Reporting Period: April 4, 2025 – April 24, 2025

  • Eligible Voters: Korean citizens with resident registration and voting rights who intend to vote overseas for one of the following reasons:

    - Those who leave Korea before early voting begins and plan to return after election day.

    - Those who are staying or residing abroad and will not return to Korea by election day.

  • Where to Submit:

    - Those staying/residing abroad: Submit to the Korean overseas diplomatic mission (Overseas Election Officer).

    - Those currently in Korea: Submit to the head of the local district (gu/city/county) office where you are registered.

  • How to Submit:

    - Online: Central Election Commission website (ova.nec.go.kr)

    - In writing: By mail, visiting the embassy/consulate, or giving it to a visiting consular officer.

    - Email: ovboston@mofa.go.kr

    ※ Email submissions must be sent from your own email address and must be for your own report only.

  • Required Document: Overseas Absentee Voter Report Form


[Overseas Voter Registration (New or Update)]


  • Application Deadline: April 24, 2025

  • Who Can Apply:

    1) New Registration

    - Korean citizens without resident registration

    - Not listed in the Overseas Voter Registry for the previous election (22nd National Assembly Election)

    - Have voting rights and intend to vote abroad

    2) Change of Registration

    - Previously listed in the Overseas Voter Registry for the 22nd National Assembly Election

    - Whose registered information (name, passport number, date of birth, legal domicile, previous address, email, phone number, etc.) has changed

  • Where to Submit: Submit to the overseas diplomatic mission (Overseas Election Officer)

  • How to Submit:

    - Online: Central Election Commission website (ova.nec.go.kr)

    - In writing: By mail, in person, or via a traveling consular officer

    ※ Family members who are Korean citizens (limited to spouse or direct relatives of you or your spouse) may submit the application on your behalf.

    - Email: ovboston@mofa.go.kr

    ※ Email submissions must be sent from your own email address and must be for your own application only.

  • Required Document: Overseas Voter Registration Form or Change of Registration Form

    ※ To vote, overseas voters must bring original documents confirming their identity and nationality. (If the nationality document includes a photo, a separate ID is not required.)
